The Creation of the Supreme Electoral Tribunal: The Strategy for Stabilizing Democracy
The period between 1925 and 1945 has been defined as a lost era for Ecuadorian democracy. In an attempt to stabilize democracy, the Election Law of August 18, 1945, published in Official Register No. 361, during the administration of José María Velasco Ibarra, created the Supreme Electoral Tribunal, in accordance with the 1945 Constitution. This, for the first time, institutionalized electoral bodies with aspirations for independence and the participation of national political expression. The Provincial, Cantonal, and Parish Tribunals were created, along with their respective functions. Political parties were regulated from an electoral perspective; political propaganda and the calling of elections through the media were guaranteed.
The Supreme Electoral Tribunal (TSE) began its work on March 11, 1947, establishing its national structure through the appointment of Provincial Electoral Bodies. It also designed and implemented procedures to enforce electoral law.
The TSE's first actions were the elections for senators and deputies in June 1947, those for mayors, provincial councilors, and municipal councilors in November 1947, and the 1948 presidential elections, which resulted in the victory of Galo Plaza Lasso. The vote counts were not without problems; they were overcome thanks to the authority of the newly formed TSE. These elections are considered the beginning of the democratic process in Ecuador because their organization and operation were entrusted to a Supreme Electoral Tribunal independent of the Ministry of Government.
In 2008, in the Constitution drafted by the Constituent Assembly during the Econ. Rafael Correa Delgado, two new State functions were incorporated: the Transparency and Social Control Function and the Electoral Function. These functions are comprised of the National Electoral Council (formerly the Supreme Electoral Tribunal), which among other functions includes organizing, directing, monitoring, and guaranteeing transparent and effective electoral processes, calling elections, conducting electoral counts, announcing the results, and inaugurating those elected; organizing referendums, popular consultations, and recall processes; and the Electoral Litigation Tribunal, the Electoral Function's body responsible for administering justice in electoral matters, hearing and answering inquiries regarding the procedure for removing officials from decentralized autonomous governments, resolving internal conflicts within political organizations, and addressing complaints regarding impacts on youth inclusion, gender equality, and political gender violence.
To enforce the Constitution, the Organic Law of Political Organizations of the Republic of Ecuador, "Code of Democracy," was enacted. It was published in the Official Gazette No. 634 of February 6, 2012, and is constantly being amended to improve the electoral system.

The CNE delivered credentials to the President and Vice - President of the Republic for the 2025 - 2029 period
On Thursday, May 15, 2025, the National Electoral Council (CNE) presented credentials to the President of the Republic of Ecuador, Daniel Noboa Azin, and to the Vice President, María José Pinto, successfully concluding the 2025 General Elections.
The president of the CNE, Diana Atamaint, highlighted that both in the first and second rounds of the elections, each vote was a free and powerful expression of citizenship, just as each ballot box was a testimony of confidence in democracy. "Transparency has been recognized by those who observed the electoral process with a neutral perspective and with a democratic vocation, inside and outside the country," she said.
For his part, the President of the Republic, Daniel Noboa Azin, indicated that he assumes this new term of office with a high sense of responsibility and gratitude towards the Ecuadorian people who expressed their will at the polls.
In addition, the vice president of the CNE, Enrique Pita García, noted that these credentials represent a historic responsibility: to serve with integrity and a democratic vision. "Every election we organize, we renew the pact with the public to guarantee free and fair processes," he noted. Councilors José Cabrera Zurita and Elena Nájera Moreira were also present at this ceremony.
The CNE reaffirmed its commitment to democracy, ensuring that the voice of the people is heard clearly and, above all, respected.
Mobile application and web portal to check the polling place
The National Electoral Council (CNE) has enabled two digital platforms so that citizens can check their polling place and whether they were designated as Members of the Voting Boards (MJRV) for the 2019 Sectional Elections and the appointment of the Citizen Participation and Social Control Council (CPCCS).
The goal is to make it easy for citizens to check this information from anywhere and free of charge, by accessing the CNE website and the mobile app.
On the institutional website www.cne.gob.ec, they must access the link "Check the Polling Place", available at https://lugarvotacion.cne.gob.ec/lugarvotacion/, where they must provide their ID number and full name. The information will then be displayed with the board number, exact address and name of the polling station, as well as the canton and parish.
For the CNE – 2019 Voting Place – Ecuador mobile app, available for Android, go to the Play Store or visit the following link: https://play.google.com/store/apps/details?id=com.domelec.cne.domicilioelectoral and install the app. The app will provide the same data as the website and also include a map indicating the location of the polling place.
The electoral registry consists of 13,261,994 male and female voters, both in the country and abroad, of whom 278,970 have been designated as MJRV (Voting Stations). A total of 40,276 Voting Stations will be set up for these elections—39,360 nationwide and 916 abroad.
