History

There was no institution that provided municipal services in the current sense until 1840. In providing public services, the directives of the governors and governors were followed and the social activities of the foundations were utilized.

During the reign of Mısırlı İbrahim, who ruled Adana between 1833-1840, foundations were also regulated and their range of services was increased. In the second half of the 19th century, there were approximately 350 foundations within the current provincial borders, and 55 of them had undertaken the task of providing water to various regions. Again, 14 of them provided effective services for education, 5 of them were responsible for building and construction work, and 2 of them were managing institutions such as soup kitchens and inns.

The American Civil War that broke out in 1860 had a significant impact on Adana. The cotton needed for textiles, the industry that brought the most income to Europe, especially England, came from America. America could produce thousands of tons of products at very low prices thanks to the African slaves it employed for subsistence. Due to the Civil War, stocks were rapidly depleting and new ones could not be grown. Europe had begun to experience a real panic, and British, French and German delegations came to the palace one after another and obtained special opportunities from the Sultan to encourage cotton cultivation in Adana and Egypt. When hundreds of Europeans came to Adana from 1863 onwards, the general appearance of the city changed a lot. New needs emerged. While the Europeans called Levantines demonstrated what they knew for a more modern city life, they also competed in financial and material support. Because each country was doing its best for its own absolute superiority in Adana.

As a result of new searches, an institution called "Muhtesiplik" was established in 1870. This institution was, in a sense, the first form of today's municipal concepts. In principle, it worked as an institution of authorized inspectors called "ihtisap ağaları". For example, weighing instruments, prices and qualities of foodstuffs, the cleanliness of the city and finally the construction works were inspected by these ağas. While muhtesiplik was being established, its name, Ezene, was also changed to Atana.

The innovation that came with the Muhtesip took its new form as Adana Municipality in 1871. At the same time, the name Atana became Adana this time, as it was not well accepted.

Gözlüklü Süleyman Efendi was appointed as the first mayor. Instead of dealing with completely new concepts that had never been known before, the mayor contented himself with continuing the administration of the muhtesip.

Kirkor Bezdikyan, who was the mayor between 1877-79, and Signor Artin, who took over the office and continued until 1881, implemented more modern municipality management with the help of the Evantenes. During the two mayorships, roads were widened. Paving stone paving works were started. Drainage channels and ditches were opened. However, beyond all these, the concept of city management developed. Principles were introduced for cleaning and lighting. The first sewerage works were started in 1908.

After this, the Armenian Uprising (13-14 April 1909) and the following events, which broke out and were called İğtişaş by our people, disrupted municipal services. During the occupation (1918-1921), the city administration was completely in the hands of the French. The Mayor and even the Governor were their supporters who were appointed for show.

The Pozantı Congress, which convened on October 8, elected Dıblanzade Mehmet Fuad Bey as the actual Mayor of Adana. Ahmet Remzi Bey (Yüreğir), İbrahim Kethüda, Halil Bey (Savatlı), Haydarzade Ali and İsmail Karadayı were elected as members of the council.

After the liberation, Ali Münif Yeğenağa, who was appointed as the Mayor, was also the first mayor of the Republic Period (1922-1926). Turhan Cemal Beriker, who came to office after him, was the active mayor until 1938. He signed important facilities, planned works and the establishment of important buildings in Adana. Some of these are the vegetable market, gardens that provide park services, many new roads and icehouses. He also encouraged the establishment of the Adana Electricity Company in 1930 and helped bring electricity to Adana. This company was nationalized and transferred to the Municipality in 1943.

The Seyhan Hydroelectric Power Plant and Toprak Dam, which was opened on April 6, 1956, was an important milestone that had positive and negative effects on Adana Municipality. The village lands within the reservoir area were expropriated at high prices. The villagers, who suddenly saw money they could not even imagine in their lives, were flocking to the city. In addition to these, factories were being opened one after another based on abundant and cheap energy production, and on the other hand, electric motor pumps were spreading rapidly in agricultural lands. All these reasons made Adana an extremely attractive business and food center.

The great waves of migration were incessant. With the special interest of Prime Minister Adnan Menderes, who aimed to make Adana resemble a state in America in every way, unusual infrastructures were realized between 1957-60. The main sewage system was expanded by switching to a closed reinforced concrete system instead of open and narrow channels. In the process that gave great prestige to Mayor Ali Sepici, hundreds of buildings were expropriated and demolished with the help of army vehicles and Özler Street was expanded. The area between Yeni Cami and the Swimming Pool, which was completely under settlement, was opened and connected to the rebuilt Ziyapaşa Boulevard.

Many important initiatives that left their mark on the Turkish Municipality History, such as Adnan Menderes Boulevard, New Adana, Municipality Housing as an Alternative to Slums, social housing initiatives initiated through the Municipality Company, privatization of garbage collection, cleaning, tax, public transportation and other services, were carried out between 1984 and 1989.

During the same period, Adana was given the status of "Metropolitan City".

    It worked really well. It helped me a lot. Today, the bus schedules aren’t showing up. I hope they are working on the app and that it won't take long.

    For the past few days, the app hasn’t been working. I checked for updates, but my app is up to date. The buses are just sitting there and not moving at all. Last week, I didn’t realize the buses weren’t running. I got off to switch to the second bus and ended up stranded. It’s still not working. Even when there’s an update, if you don't update, it won’t function either. Right now, the bus in front of me shows up in a different location. At least they added a complaints section to the app.
