Regulatory framework
The operation of the application is governed by the Law of Ukraine "On the Unified State Register of Conscripts, Military Conscripts, and Reservists" (Oberig register), which specifically delineates the definition of an electronic cabinet (Article 14-1). Moreover, the application was developed in accordance with the Minister of Defense of Ukraine's Order dated April 29, 2024, regarding the establishment of an information and communication system for accessing the electronic cabinet for conscripts. The functions of this cabinet are encapsulated within the Reserve+ app.

What regulatory and legal acts regulate the operation of Reserve+?

Who funded the development of the Reserve+ application?
No state funds were allocated for the development of Reserve+. The Ministry of Defense of Ukraine did not carry out procurement for the development of software for the Reserve+ mobile application (electronic account of a conscript, conscript, or reservist).
The software was received by the Ministry under a charitable donation agreement from the public organization "Office of Effective Regulation" (BRDO) and financed within the framework of support from the Defense Capability Development Charitable Fund - DefDev .
According to the NACP's clarification, state bodies may receive charitable assistance, in particular to promote the country's defense capability and mobilization readiness.
A similar model is used in the creation of software funded under international technical assistance agreements and is a common practice.
At the same time, the Ministry of Defense of Ukraine formulated requirements for the Reserve+ software and checked compliance.
What is the Oberig registry?
The unified electronic register of conscripts, military conscripts, and reservists, Oberig, is a tool for military registration of citizens. It is designed to reduce the number of errors due to the human factor and save state and human resources through digitalization.
Thus, the Reserve+ application is a kind of window to the registry through which you can see your (and only your!) credentials in the Guardian.
A separate advantage is the prevention of corruption. Thanks to the registry, every step regarding data changes is tracked and confirmed by an electronic signature.
The single electronic register Oberig was modernized with the support of the European Union within the framework of the EU4DigitalUA project, implemented by the Estonian Academy of e-Government.
Where does my data come from in the Oberig registry?
Data for the Oberig register is entered directly by employees of the CCC and the Joint Service from paper registration cards of military conscripts, conscripts and reservists. Data is also collected from various existing state registers:
