It was established by the announcement of the Ministry of Interior to take care of and provide public services to people in villages and subdistricts. It has the status of a juristic person.
At present, there are 5,300 Subdistrict Administrative Organizations (SAOs) (as of September 9, 2020).

The Subdistrict Administrative Organization Council consists of members directly elected by the people, 1 person per constituency, with the village area designated as an constituency, except for any village with less than 25 people, that village and adjacent villages with a combined population of 25 people shall be combined as a single constituency. The term of the Subdistrict Administrative Organization Council is 4 years from the election date.

- If there are 5 constituencies, there will be 1 SAO member per constituency and an additional 1 person will be added to the constituency with the largest population.
And it is stipulated that there will be 1 SAO headman who comes from an election, using the sub-district as the constituency. The term of office is 4 years from the election date, but the position cannot be held for more than 2 consecutive terms. In the case that the position is not held for a full 4 years, it will be considered 1 term. And when the position is held for 2 consecutive terms, the position can be held again after the 4-year period from the date of leaving the position has elapsed.
