SURABAYA CITY GOVERNMENT PREPARES IDR 192.8 BILLION FOR SCHOLARSHIPS FOR 24,000 STUDENTS
SURABAYA - The Surabaya City Government continues to expand educational opportunities, including college, for young people in the City of Heroes. By 2026, Surabaya Mayor Eri Cahyadi has decided to double the number of scholarship recipients to 24,000 students with a total budget of IDR 192.8 billion. Under the scholarship scheme, dubbed "Pemuda Tangguh," students will receive monthly living expenses and a single tuition fee (UKT), formerly known as the Education Development Contribution (SPP).
The target of 24,000 students adds to the 5,900 students already awarded scholarships by the Surabaya City Government since 2022 with a total budget of IDR 71 billion. In addition to public universities, students studying at private universities are also targeted.
"We want a significant leap. Normally, we only open to 2,000-3,000 students per year, but next year we're increasing that number manyfold. In total, the city government will fund 24,000 students next year," said Eri Cahyadi on Monday, September 29, 2025.
Eri said that with a target of 24,000 students, he hopes to help tens of thousands of families in Surabaya produce new graduates from various disciplines who can help solve the city's problems and improve the welfare of their families. Of the 24,000 students, Eri continued, the majority will be prioritized from poor and pre-poor families, with a later achievement pathway.
"We hope this scholarship will also be part of our efforts to break the cycle of poverty. We also hope these students can become drivers of positive change in their communities," said Eri Cahyadi.
"We ensure that every poor and pre-poor family with school-age children will be funded until they graduate from college. At a minimum, one child in these poor and pre-poor families must graduate with a bachelor's degree," he added.
Eri also reminded the students receiving the Pemuda Tangguh scholarship to take responsibility for improving their academic and social lives. Being selected as a scholarship recipient means having a responsibility to continuously study and be active in various social and community activities.
"I always advise students to study diligently to improve their academic quality. But don't forget to be active in social and community activities, whether in student organizations or in your neighborhood. This will ensure a complete education, a strong academic record, and hone their leadership skills through organizations and social and community activities," Eri explained.
