49ers 2025 Offseason Program: Schedule and Phase Breakdown
The NFL offseason may feel quiet, but preparation is already ramping up.
The San Francisco 49ers are just days away from kicking off their 2025 offseason workout program. According to league rules, teams with returning head coaches can begin their programs on April 21, marking the first step in a structured, three-phase plan that outlines the guidelines for player participation and activities throughout the spring.
Below are the three phases as explained by the NFL's Football Operations:
Phase One consists of the first two weeks of the program with activities limited to meetings, strength and conditioning, and physical rehabilitation only.
Phase Two consists of the next three weeks of the program. On-field workouts may include individual or group instruction and drills, as well as "perfect play drills," and drills and plays with offensive players lining up across from offensive players and defensive players lining up across from defensive players, conducted at a walk-through pace. No live contact or team offense vs. team defense drills are permitted.
Phase Three consists of the next four weeks of the program. Teams may conduct a total of 10 days of organized team practice activity, or "OTAs." No live contact is permitted, but 7-on-7, 9-on-7, and 11-on-11 drills are permitted.
Additionally, Article 22 of the Collective Bargaining Agreement allows each club to hold one mandatory minicamp for veteran players, which must take place during Phase Three of the offseason program.
Clubs may also run a rookie football development program lasting up to seven weeks. In 2025, this program can begin on May 12. No activities are allowed on weekends during this period, except for one post-Draft rookie minicamp, which can be held on either the first or second weekend following the Draft.
The specific dates for each club's post-Draft rookie minicamp will be announced later.
